This article explains both sections and shows how a compliant chemical hose assembly is specified.

The guide works through the pressure arithmetic in 33 CFR 154.500, the three families of permitted end connection, the marking that a hose or its records must carry, and the inspection and test regime in 33 CFR 156.170. Together they define what a chemical hose must be and how it must be verified at a United States waterfront.

The rules are not a product standard. They are operating and equipment requirements that apply to the facility and the vessel, and the hose is one item inside that system. A hose can meet a good manufacturing standard and still fail an inspection if it is marked, connected or tested in a way the sections do not allow. A USCG hose therefore has to be read as a component of an operating system, not as a standalone approval.

This article focuses on marine transfer of chemicals: dock lines, barge loading and discharge, and ship-to-shore work. Road tanker and rail operations are separate topics with their own equipment, and they are not covered here. Everything below is United States regulation, and the sections named do not extend to any other jurisdiction.

Four controls shape the whole compliance picture:

Pressure: the minimum design burst pressure and the maximum allowable working pressure.

Connections: the end connections that may be used.

Marking: what the hose or its records must show, and what they must not.

Testing: how the hose is inspected and pressure tested, and how often.

How 33 CFR 154.500 Sets Burst Pressure and MAWP

33 CFR 154.500 gives two pressure rules and one fluid-service rule. The minimum design burst pressure must be at least 4 × the relief-valve setting or the maximum pump pressure, whichever applies, plus the static head at the hose location. The maximum allowable working pressure, or MAWP, must be greater than that same relief-valve setting or maximum pump pressure, again plus the static head. A nonmetallic hose must be usable for oil or hazardous-material service.

The burst rule and the MAWP rule share a base term, so each needs its own statement. Burst applies a factor of four. Working pressure applies no factor at all; it must simply exceed the base plus head. A common error is to quote one number for both and lose the margin the rule intends.

Figure 2. A vertical lift adds pressure at the low end, and the section adds that head to the base term before the factor of four is applied. A hose quote that ignores head is not a compliant quote.

When we size an assembly for marine service, we work backwards from the client’s relief-valve setting and pump curve. The working pressure we mark is the figure the section defines, and the burst figure is the design number we hold internally. For the plain relationship between the two figures, see working pressure versus burst pressure.

Permitted End Connections Under 33 CFR 154.500

33 CFR 154.500 allows three families of end connection. Threaded ends must be full threaded. Flanged ends must use flanges meeting ASME B16.5 for steel or ASME B16.24 for cast copper alloy; the section cites them under their older ANSI designations. Quick-disconnect couplings must meet ASTM F1122.

Table 2. Where a flange is used, an industry-common class for this duty is Class 150 or Class 300, and the two faces, the gasket and the bolt set must match. That is why a hose gasket flange is chosen as a system rather than picked from a box. A spare hose gasket flange kept on the dock should match the same face and pattern. The flange fittings range shows the face types that keep a flanged joint seated.

Cam and groove couplings (camlock) are covered by A-A-59326, which supersedes MIL-C-27487, with commercial sizes from about 1/2 in to 6 in and the common 1 in, 1.5 in, 2 in and 3 in. They are used widely on docks. A camlock is a different design from the ASTM F1122 couplings the section names, so the operator must confirm that the connection in use satisfies the rule before a transfer starts. The hose couplings guide compares the families end to end.

Marking and Records an Assembly Must Carry

33 CFR 154.500 sets an unusual marking rule. The hose must show the product name, or the words “OIL SERVICE”, or “HAZMAT SERVICE—SEE LIST” plus a symbol keyed to a list in the operations manual. It must also show the MAWP. The date of manufacture and the date of the latest test may be on the hose, or they may live in the facility’s hose records if the hose is marked to identify it. Burst pressure and test pressure must not be marked on the hose.

Table 3. A crew member who reads a burst figure on a tag may treat it as a target rather than a design ceiling. Tide moves the barge against the mooring, the hose takes repeated make-up and break-out, and salt air attacks the fittings. The marine transfer hose must also handle the bending radius at the manifold and the weight of product at the low point of the run.

Selection starts with the service conditions, not the catalog. The length has to cover the full tidal range plus slack, the bending radius has to sit inside the hose’s minimum, and the supports have to keep the line off the deck and out of the water.

Bring a dock, barge or ship-to-shore line into service in this order:

Confirm the relief-valve setting, pump pressure and static head.

Match the end connection to a permitted family before make-up.

Bond the assembly to the structure, then ground it.

Check the flange face, gasket and bolt set as one set.

Log the test date against the hose identification marking.

Construction options for chemical service include rubber hose with an EPDM or similar tube, UHMWPE hose, PTFE-lined hose and thermoplastic composite builds. EN 12115:2021 names assemblies for liquid or gaseous chemicals in Type D and Type SD, with metal fittings, service from −20 °C to +65 °C and working pressures up to 10 bar. EN 13765 covers thermoplastic multi-layer composite hose from 25 mm to 250 mm bore, at 4 bar to 14 bar and −30 °C to +160 °C. The chemical hose collection shows how these builds are offered.

A dock hose should be sized for the flow the pump can deliver at the lowest expected tide, because a line that is too large can surge as it fills. Where the product demands it, the tube is chosen against the manufacturer’s chemical resistance chart for the specific medium, concentration and temperature. The marine hoses and fittings buying guide sets out the wider marine selection logic.

Storage and support form the second dock hose point. A hose that rests on a hot deck, kinks at a rail or hangs in the water ages faster than one that is racked and capped. Storage and rotation cost little and protect the test result the facility depends on.

USCG Fuel Hose Requirements for Petroleum and Chemical Service

The same sections cover oil transfer, so USCG fuel hose requirements are not a separate rulebook. They point back to 33 CFR 154.500 for the pressure and connection rules and to 33 CFR 156.170 for the test. The marking “OIL SERVICE” is the fuel-side label, while chemical service uses the product name or “HAZMAT SERVICE—SEE LIST”.

Because the base sections are shared, the USCG fuel hose requirements and the chemical-side rules differ mainly in marking and in tube selection, not in pressure arithmetic. The marine oil hose guide covers the fuel and oil side of the same waterfront in more depth.

Figure 4. Bonding the hose assembly to the structure and grounding the structure give that charge a path to ground before it can discharge at a coupling. This is a standard part of marine transfer practice, and it applies to chemical and fuel service alike.

Where the medium requires it, a conductive or antistatic construction is specified. EN 12115:2021 defines four grades based on electrical properties, and the grade is chosen for the service rather than copied from a generic line. We describe that choice qualitatively here; the exact grade is set with the client’s engineer against the medium and the site’s bonding scheme, and the resistance test method is EN ISO 8031.

Common Mistakes That Break Compliance

Most inspection failures at a US waterfront trace back to a short list of avoidable errors:

Marking burst pressure or test pressure on the hose, which the section forbids.

Fitting ends that are not full threaded, not flanged to the named standards, and not ASTM F1122 couplings.

Omitting the MAWP or the service marking from the hose or its records.

Letting unrepaired loose covers, kinks, bulges or soft spots pass an inspection.

Skipping the annual test or the 30-day pre-transfer test.

A hose gasket flange that does not match the flange face, or a gasket reused after a break-out, also causes leaks that show up in the 1.5 × MAWP test. Matching the gasket to the flange pattern and replacing it at each break-out is a small habit with a large effect on the test result. A written hose inspection checklist turns those habits into a repeatable routine.

USCG Hose FAQs

What counts as a regulated chemical hose at a US terminal?

A regulated hose is any hose used to transfer oil or hazardous material in bulk at a facility covered by 33 CFR 154, or during a transfer operation covered by 33 CFR 156. The rules apply to the operation, so the hose has to meet the design, connection, marking and test rules even if it is a good product. A hose used only for water or air at the same plant sits outside this scope.

What does 33 CFR 154.500 require for burst pressure?

The minimum design burst pressure must be at least 4 × the relief-valve setting or the maximum pump pressure, whichever applies, plus the static head at the hose location. The factor of four is a design margin above the worst operating case. The static head is added before the factor is applied, so a hose low in a tall system sees a higher required burst figure.

What working pressure must a compliant assembly carry?

The maximum allowable working pressure, or MAWP, must be greater than the relief-valve setting or the maximum pump pressure, whichever applies, plus the static head at the hose location. There is no multiplier on this rule; the working figure must simply exceed the base plus head. This is the value marked on the hose, and it is the reference for the 1.5 × test.

Which end connections does the Coast Guard permit?

33 CFR 154.500 permits three families. Ends may be full threaded, or flanged with flanges meeting ASME B16.5 or ASME B16.24, or quick-disconnect couplings meeting ASTM F1122. A cam and groove coupling is a different design from those named, so the operator must confirm that the connection in use satisfies the section before the transfer begins.

What marking must appear on the hose?

The hose must show the product name, or the words OIL SERVICE, or HAZMAT SERVICE—SEE LIST with a symbol keyed to a list in the operations manual. It must also show the MAWP. The date of manufacture and the date of the latest test may sit in the facility records if the hose is marked to identify it. Burst pressure and test pressure must not be marked.

How often must the hose be pressure tested?

Facilities must test at least annually, or not less than 30 days before the first transfer conducted more than one year after the last test. Vessels must test annually. The interval is set by 33 CFR 156.170 and belongs in the facility’s operating plan, not a manufacturer recommendation. A hose that has passed once still needs its next scheduled test.

What test pressure does 33 CFR 156.170 use?

The hose must hold a static liquid pressure of at least 1.5 × MAWP without bursting, bulging, leaking or abnormally distorting. Loading arms and transfer piping, including metallic hose, must not leak under at least the same 1.5 × MAWP. The test fluid must be a liquid compatible with the hose tube as recommended by the hose manufacturer.

Can a hose return to service after a failed test?

A hose that bursts, bulges, leaks or distorts under the test, or that shows an unrepaired loose cover, kink, bulge, soft spot, or a cut penetrating the first layer of reinforcement, must not go back into transfer service. The defect has to be corrected or the hose retired. A passed retest is the only route back to service.

Do these federal rules apply outside the United States?

No. 33 CFR 154.500 and 33 CFR 156.170 are United States Coast Guard rules, and they apply to transfers at US facilities and by US-regulated vessels. Other countries set their own requirements, often around EN standards or local port rules. A hose built for US marine service can be a good starting point elsewhere, but the operator must check the local rule.

What construction suits marine chemical transfer?

Marine chemical service usually uses a rubber hose with an EPDM or similar tube, a UHMWPE hose, a PTFE-lined hose, or a thermoplastic composite. EN 12115:2021 covers assemblies for liquid or gaseous chemicals, and EN 13765 covers thermoplastic multi-layer composite hose. The tube is chosen against the specific medium, concentration and temperature, which is the single most important selection step.

I only transfer a few times a year. Does the hose still need an annual test?

Yes. The interval in 33 CFR 156.170 follows the rule, not the number of transfers. Facilities test at least annually, or not less than 30 days before the first transfer made more than one year after the last test. An idle hose still needs its next scheduled test before it carries product again.

USCG Hose Requirements: Final Verdict and Next Steps

A compliant chemical hose for marine transfer is a system, not a single item. The burst pressure follows the 4 × base plus head rule in 33 CFR 154.500. The working pressure must exceed base plus head. The end connections must be full threaded, flanged to ASME B16.5 or ASME B16.24, or ASTM F1122 quick-disconnect couplings. The marking must show the service label and the MAWP, and must never show burst or test pressure. The hose must pass the 33 CFR 156.170 inspection and hold at least 1.5 × MAWP, annually.

Before an order is placed, confirm:

The relief-valve setting and maximum pump pressure, so the burst and MAWP arithmetic can be fixed.

The static head at the hose location.

The medium, concentration and temperature, against the manufacturer’s chemical resistance chart.

The end connection family and the flange or coupling standard.

The marking text and the record that will hold the manufacture and test dates.

The test date and frequency written into the facility’s plan.

Table 7.
